Changes to Zoning in Lakeview
In August 2024, Calgary City Council introduced a new land use bylaw that alters the zoning of residential areas to R-G and R-CG. Lakeview shifted to R-CG (Residential Contextual Grade-Oriented) zoning, which encourages multi-family dwellings on individual lots. Before this, the majority of Lakeview was zoned R-C1, permitting only one home per lot with stricter requirements for coverage and setbacks.
As of August 2024, a typical 50’ x 120’ lot can now be redeveloped into as many as 12 units (4 primary units, 4 basement suites, and 4 garage suites). Larger lots are now able to accommodate proportionally more units. The new zoning permits up to 60% lot coverage (up from 45%), a flexible front setback, and only requires half a parking stall per unit.
For those of us who cherish Lakeview’s quiet streets, large lots, mature landscaping, and low traffic volume, these changes could drastically alter the character of the neighbourhood that we love.
The transition from R-C1 to R-CG zoning will have a significant impact on Lakeview. Developers may combine multiple properties to build large-scale developments—potentially dozens of units in a single block. This could lead to a loss of green space, overshadow existing homes, create overcrowded streets and overwhelm current infrastructure. The minimal parking requirements will lead to safety and traffic issues.

RC Information Session June 17th
Due to high demand, we will be hosting two identical info sessions on June 17th @ 6pm and 8pm at the Lakeview Community Association Main Hall. We will discuss how RCs work and answer any questions you may have.

What Can You do?
While there are no longer the same opportunities to protest or provide feedback on individual developments, there is a legal avenue for protecting our neighbourhood: the Restrictive Covenant (RC). A RC is a legally binding agreement between property owners that limits how land can be used, ensuring it aligns with the interests of the community. Registered on the land title, it affects future owners, providing long-term protection for the area.
An RC could prevent land subdivisions and the development of multi-unit housing. If a developer violates the RC, other property owners can take legal steps, starting with a formal warning. While legal proceedings can be costly, pooling resources with other residents helps minimize expenses and build a stronger defense fund. Currently, there are more than 70 communities in our city pursuing an RC.

Lakeview Restrictive Covenant Initiative
A group of concerned residents in Lakeview is working to establish an RC that will help preserve the neighbourhood’s integrity. We’ve partnered with a law firm specializing in land titles and covenants to draft a tailored RC that reflects the needs of our community.
While we may not be able to stop all new developments, we can limit their impact and safeguard the character of Lakeview. This is a community effort, and every resident’s participation is important.
